Showing Wins: Measurement and Evaluation for Networks and Systems

Systems change–digging into the many roots of an issue–is complex, multi-layered, and dynamic work, and requires a diverse spectrum of stakeholders in order to make large-scale change possible. Over the years, more funders and organizers have employed networks to take on such challenges, and with the right combination of time, trust, and targeted support we can now see success (yay)! 

That said, measuring the wins of a network within the systems change pace, while necessary, can seem daunting; networks, by their nature, are complex webs interconnecting activities, outcomes, and myriad stakeholders. Add finite funding and the pressure to quantify impact, and it’s easy to feel overwhelmed. Fear not! We’re here to show you how to measure and evaluate network impact without losing your sanity.

Relationships 
Understanding member connectivity and inclusivity isn’t just feasible—it’s crucial for nurturing a thriving network ecosystem. Here are tools and/or measures that we’ve used that are relatively simple and have a fast turnaround-time:

  • Collaboration Spectrum: This tool tracks progress over time among groups, showcasing evolving teamwork dynamics.
  • Network Health Assessments: Ideal for larger networks, offering an annual snapshot of vitality and growth. Network Impact has a great scorecard that we’ve used in the past.
  • Network Mapping Tools: Network Weaver has tools to visualize connections and collaborations with finesse.

Process
Processes matter. They’re the backbone of effective networks. That’s why we encourage the use of immediate and continuous metrics that analyze the processes implemented by networks; they empower us to test new strategies fearlessly. As with all measurement, use caution and only collect data that will be used to make processes more human-centered and to reduce harm.  

  • Developmental Evaluation: Ongoing, small-scale qualitative feedback is collected throughout the design and implementation process. This expands the scope of data, allows for real-time feedback to be incorporated into ongoing projects, and is especially useful for testing new strategies and innovations in the field of systems change. Think of it as the old “Plan-Do-Study-Act” with ongoing documentation. See the article on Developmental Evaluation from FSG here
  • Equity Evaluations: Tools like the Community Engagement Spectrum help gauge levels of involvement and collaboration, ensuring all voices are heard. Other options include tools like the GARE Racial Equity Tool and the Health Equity in Social Justice Dialogue-Based Tool are excellent resources for networks, as well.

Results
Sure, meeting grant metrics is crucial, but true success lies in demonstrating systemic impact. We have learned over time that expanding the meaning of “results” within network-work is critical, and also can be really fun! We’ve enjoyed engaging with network members in building evaluations that get at the “heart” of our network’s impact–the opportunities created for our network members and their communities. 

  • Lean Data: Lean Data for Social Impact is one of our favorite ways to move networks through the impact purpose and vision–all the way down to the questions and tools for evaluation. An excellent tool for network teams. 
  • Contribution Analysis: this evaluation tests theories of change to see if there are plausible links between changes and interventions. This analysis is especially useful in systems change work, when multiple factors and/or interventions may lead to a change, but a simple cause and effect is difficult to establish. In conclusion, measuring and evaluating network impact doesn’t have to be daunting. It’s about celebrating wins, nurturing relationships, refining processes, and embracing the joy of discovery.
